ITEM 1.              Minutes of the APCM on Sunday 18 October 2020

The Easter Vestry Meeting and the main Annual Parochial Meeting were both chaired by the Priest in Charge, Reverend Paul Nicholson.

Reverend Paul Nicholson opened the meeting by welcoming everyone.
Father Paul especially thanked David Barton for all his help with the APCM Report

  2. Election of Churchwardens for 2020: Corinne Moyes proposed Barbara Brend and Claire Brown who were both willing to stand for the year. Seconded by Celia Pachmayr.

Annual Parochial Meeting:

  1. Minutes of the 2019 APCM: Signed as accurate by Reverend Paul Nicholson Matters Arising: None
     
  2. The Electoral Roll: Barbara Brend reported that the Electoral Roll has stayed the same as 2018.
     
  3. Report on the Fabric: Barbara Brend had circulated her report item 3.

She said that an Electrical Condition report had been obtained from JDW Electrical Installation Ltd on both the Octagon Hall and the Church.
A new Consumer Unit had been fitted and new lighting had been put in the Octagon Hall. The Holm Oaks had been pruned at a cost of £2493.30p.
Local well - wishers had subscribed £800.

A Quinquennial Inspection had been held on 2 October 2019. Amongst the items that needed attention were floor tiles, masonry, some redecoration, guttering, slipped slates and the bowed widows to Tower need to be releaded, an annual check by CHUBB on fire alarm and fire extinguishers.
 

  1. Report on Christian Aid Week 2019: A total of £694.90p was raised.

Barbara agreed to be the Christian Aid Representative.
 

  1. Annual Report of the Trustees: The report had been circulated, item 5 in the APCM Report.
     
  2. Financial Report:

Paul thanked Oye Kenku for a comprehensive report and also thanked David Barton for finalising the Financial Report. Simon Pearson congratulated Oye for increasing the number of people contributing to the Parish Giving Scheme. Oye has not as yet had access to the Church Bank account.
This needs to be addressed.
 

  1. Appointment of Examiner for the Accounts:

It was proposed that Mark Jacobs FCA be re-appointed as Independent Examiner. Oye, with Simon will convene a meeting with him.
 

  1. North Deanery Synod Report: This will be sent to David Barton who will insert it into the APCM Report.

Barbara Brend agreed to be our Deanery Synod representative.
Father Paul thanked Barbara for all her work.
 

  1. Election of the members of the PCC:  Due to our low numbers on the Electoral Roll, St Saviour’s can only have 6 members. Trisha McConnell and Carol Pullen said that they would step down, Mabel Baranta and Janet Cowen agreed to be elected on the Committee, proposed by Celia and seconded by Barbara. The vote was unanimous;
    made by a show of hands.

Father Paul thanked Trisha and Carol for their tireless work and they agreed to stay on the sub-committees.
Trisha has been a member of the PCC for 35 years and Carol 2 years.

It was  proposed that as in previous years  the existing Committee should be voted in en-bloc. This was unanimously carried.

  1. Report from the Priest in Charge:  Father Paul reflected that the last 6 months are not like anything that has happened previously. We are in a very different landscape now with Covid-19. But he said what is encouraging is that some good things are coming about through lockdown. Father Petrica is putting a wonderful Children’s Ministry online which helps Paul in his Ministry with reaching out and contacting people. David Barton is working hard and is a great support to Paul and they are in contact daily. Sunday services are happening through Zoom and Father Paul is opening up the Church every day for people to come in for private individual prayer. He said that many people are coming into Church to find a quiet, nurturing space and if they wish, they can find a place to talk about their anxieties and fears with Father Paul.

Barbara thanked Paul for all the extra things that he is doing.She also thanked Helen Nicholson for all her technical skills in setting up Zoom to allow the live-streaming of our Sunday services. It allows the congregation to worship together and to support each other through this period.

Celia supported this view saying that there was a lot of comforting inter-action going on between the members of the congregation.

ITEM 2.                      Christian Aid

There has been no activity to report since our last APCM on 18th October, 2020. 

It should, however, be pointed out that Christian Aid Week 2021 is scheduled for 10th-16th May, and thus covers the moment of the present meeting.  If anyone feels able to contribute online, they would be able to do so at christianaid.org.uk.

If anyone wishes to contribute by cash or cheque, would they please contact me.

It may be hoped that some opportunities for fund-raising concerts will appear later.

ITEM 3.                      Fabric

On the 31st January, a flame retardant was applied to the curtains of the Octagon, and a certificate obtained from Flame Shield, Ipswich, IP7 7EJ. 
Trisha McConnell is to be thanked for organising this.

Since 18th October, 2020, there has been no physical work on the church.
However discussion has begun with architect Johanna Mayr of Thomas Ford and Partners with regard to alterations at the back of the nave to make the space more amenable to community uses. It is felt that the church needs to contain facilities that are independent of those for used by the nursery or other hirers of the Octagon, and so a kitchen and a lavatory accessible to wheelchairs are envisaged.
There would be some removal of back pews. The plans are not yet at a definite stage but interesting ideas have been put forward.

ITEM 5.                      Trustees Report             January- December 2020

The year started calmly enough. The wooden gate at the corner of Provost Road, (warped through the winter months) was repaired and made safe and strong. The Church welcomed in the New Year. The Epiphany was celebrated with Father Paul encouraging the congregation to meditate on the life of the twentieth century mystic, Simone Weil. Sunday worship, morning prayer, the Wednesday 1.15pm service, weekly bible study, the singing group, the gardening group once again would be the framework on which to manage the week. And 2020 was the start of St Saviour’s and St Peter’s commitment to working closely together to raise our profiles and strengthen the 2 Churches’ position in the community. To consolidate the vision of opening our doors and to become effective in making our churches into places that could reach out and be used for events that answer the needs of the community. Father Paul notified the congregations that David Barton would be joining him as Parish Administrator to help with all the mounting admin work and to keep the websites, church diaries updated for both churches. Father Paul reflected that he was very happy with this development as it improves the churches’ communication and profile and will release him to fulfil his Ministry and Pastoral Work. Father Petrica Bistran is established in his role of Children’s Minister and finally suitable accommodation has been found and agreed for him by the 2 Churches’ PCCs. February saw a musical performance from Mark Crooks Jazz Trio, three of the U.K.s finest jazz musicians playing swinging jazz standards and authentic Latin American song. The Players of St Peters had arranged to perform on Easter Day an enactment of The Visit to the Sepulchre from the fifteenth century N-town plays. Father Petrica organised a Messy Day for children. This was so successful with so many children taking part that it was agreed that it would become a monthly activity for children at St Saviour’s. The architect from Thomas Ford & Partners Chartered Architect Surveyors submitted plans on redesigning the inside of the church building to include 2 loos. This would be the first stage of the proposal to open up the church to accommodate community events. Lent started well with 14 people at the Ash Wednesday lunch time Eucharist.  Throughout Lent the sermons would take as their theme different aspects of Christian Discipleship. Father Paul also arranged a joint weekly study group to discuss and question the thoughts that had been raised at the sermons, with the reflections guided by the writings of Rowan Williams and Dietrich Bonhoeffer.                               

It was early March 2020 when the country started to notice the pandemic. The virulent air-born coronavirus, Covid-19, has proved a deadly and terrifying health threat not experienced in our lives for at least a generation. With little scientific information known on how to deal with it except to wash our hands regularly and keep two metres apart from each other, our lives were taken over with huge concerns and anxiety on how to protect ourselves and others from contagion The first advice from the Government regarding worship, was that the communion should be given in the form of bread only and that services could still be held, but no physical contact should happen. The coronavirus progressed quickly and from 17 March all public worship was suspended. St Saviour’s congregation is an ageing community and vulnerable to this virus and the majority of the parishioners followed the Government advice of “Stay home Protect the NHS Save lives”. Helen Nicholson provided an absolutely invaluable service by setting up a Zoom programme and organising an online weekly Sunday morning Eucharist streaming from St Saviour’s Church. The congregation from St Peter’s joined the service.
Also there were many other participants previously not known to Father Paul and ex-parishioners who are now living abroad. But it showed that shared worship and prayer was proving an invaluable support at this stressful, frightening time. In April St Saviour’s and St Peter’s joined together on Zoom to worship together on Palm Sunday, Maundy Thursday, Good Friday, Easter Day, Ascension Day. Also our first Zoom PCC meeting was great fun with the members breaking off for a few minutes to stand at our windows to join in the 8pm national clapping for the NHS. Father Paul organised a fortnightly Parish News Sheet and a Congregational Bulletin so that everyone kept in touch. Parishioners were encouraged to contribute and there have been many thought provoking articles from both churches on Black Lives Matter, the exposure of poverty through Covid-19, Food Banks, Homelessness, a reflection on the 3rd anniversary of the dreadful fire at Grenfell, poems as well as individual personal accounts of spiritual experiences. Father Petrica has organised a Virtual Junior Church to stay in touch with children. The children can download Bible stories, crafts and colouring sheets. July brought us out of lockdown and Father Paul kept the churches open for an hour each day for private worship and for those seeking support at this stressful time. Keeping the church community alive and supporting each other was a priority for Father Paul, and Judy East helped by sitting in the church each Friday morning. 
We then went into lockdown again for four weeks from 5 November to 2 December. Covid-19 has been mentioned on 81653 death certificates in England and Wales to end of year 2020(Office of National Statistics).

St Saviour’s PCC continued with its’ meetings and subsequent work to promote the Church through this time. Working relations are becoming stronger with the Octagon Hall Nursery. The various sub-committees are addressing the Mission Action Plan document and the exploration into the change of designated church space to community use, just as robustly as before Covid-19. The spirit of co-operation between the 2 Parishes is growing and working well and should be nurtured.
Our 2019 APCM took place on Sunday18 October on zoom attended by 16 people.
The new committee was elected. Everyone was sad to see Trisha McConnell stand down, Trisha has served on the PCC for 35 years and has given selflessly of her wisdom and time. She will be greatly missed. We will also miss Carol Pullen, who also left. Carol also gave the committee huge support. We are fortunate that Mabel Baranta and Janet Cowen agreed to be appointed on St Saviour’s PCC.                          Signed:

Financial Review of St Saviour’s Church as at year end 31.12.2020


Income was down in 2020 by 18.1% compared to 2019 due to the 2020 coronavirus pandemic resulting in a financial position that is different from previous years.

We received an increase in income from the Parish Giving Scheme (PGS) of 33.1% compared to 2019 (on behalf of everyone at St Saviour’s I want to thank all who supported the scheme during this difficult times).

The PGS has been a good source of income especially during the lockdown.

 

Expenditure was up 16.8%, slight increase in the Common LDF.
Other notable expenses include Maintenance Contract, Architect’s fees,
Junior Church and Admin Support cost. 

 

There were no concerts or events due to lockdown.

 

The annual Common Fund (LDF) contribution increased to £39500 up 3.9% as voted for by the PCC. However, this is still less than the diocese support of (£54K). 

 

The bank balance at the end of the year was £101089 a 17.1% decrease from the 2019 balance. In spite of this, St Saviour’s is able to cover all its expenses to date.

 

The PCC is very appreciative and thankful to all those who have been able to support the church financially during the 2020 coronavirus pandemic lockdown,
and look forward to your continued support in 2021.

ITEM 7.                      Camden Deanery Synod - Report for 2020

When 2020 started we were still in the two separate Deaneries of North and South Camden and we had little idea of how the Covid-19 pandemic would so affect the lives of the Church and the world.  I have had the pleasure of being Area Dean of North Camden since 2016 and South Camden since 2018.  From 2018 onwards we have been in a period of working together in an experimental way with two meetings for each Synod per year and one joint Synod.  The collaboration of our joint Synod at St James’, West Hampstead in 2018 passed the motion which went up to Diocesan Synod, along with that of the joint Barnet Deaneries on serious knife crime, which in turn precipitated a General Synod debate and our joint Synod in 2019 at St Pancras’, Euston Road welcomed the Bishop of London during her first year and enabled Synod members to engage in a question and answer session about her early experiences of the Diocese, her reflections and vision for the future. 

 

Owing to the pandemic we had only one meeting for each Synod in 2020 – 11 February at St John-at-Hampstead and 27 February at Holy Cross, Cromer Street, each attended by the Bishop of Edmonton with the title “The Future of the Church of England in the London Borough of Camden”.  The Bishop answered questions about the potential process of the two Deaneries formally merging, as part of the wider consultation.  The Synods also explored the Living in Love and Faith (LLF) process and South Camden Synod also had a presentation about the new Veolia incinerator and an environmental petition against it.

 

The Bishop of London signed the Pastoral Order uniting the North and South Camden Deaneries, at the same time as the other Pastoral Orders to unite the two Haringey and Barnet Deaneries.  The Area Deans of Camden, Barnet (London) and Haringey received their commissions for the new Deaneries via Zoom on 01 July 2020, at which the Lay Chairs and a few others were also present.  The bringing into existence of the new united Deanery meant that the Lay Officers and Standing Committees of the former Deaneries legally ceased to be, pending individual parish APCMs (which under a Covid19 variation signed by the Bishop of London could be delayed to 31 October 2020) which included the election of the Deanery Synod Representatives for the new Triennium of the Deanery Synod 2020-23.  Further lockdowns meant that the inaugural Synods had to held over until 2021, with the full Camden Synod on Thursday 25 February, with a pre-meeting of the House of Laity in advance of the main meeting to elect the new Lay Chair.  At the meeting we thanked Peter Ginnings and Bill Saunders most sincerely for all that they have done over the years as Lay Chairs of North and South Camden respectively and also the work of the other Officers.  We welcomed Michael Royalton-Kisch as the first Lay Chair of the united Deanery of Camden, with the full list of Officers noted below, as we look forward to all that is to come as we serve the wonderful and diverse Borough of Camden.

ITEM 8.         St Saviour’s Chalk Farm         Organisation 2020                                  

The affairs of St Saviour’s are run by the Priest-in-Charge supported by the Churchwardens. Activities are confirmed by the elected Parochial Church Council (PCC) chaired ex-officio by the Priest-in-Charge, and must meet at least 4 times a year. An Annual Parochial Church Council Meeting (APCM) is held in the Spring at which the proceedings of the PCC for the previous year are reported and the annual accounts presented for approval. The APCM elects the PCC for the following 12 months in accordance with Church Representation Rules. The PCC is a corporate body established by the Church of England and operates under the Parochial Church Council Powers Measure 1956. It is currently exempted by statutory instrument from registration with the Charity Commission, The Trustees are the Priest-in-Charge, the Churchwardens, and the PCC. All those attending the church are encouraged to register on the Electoral Roll, to vote to elect the members of the PCC and to stand for election to the PCC. The PCC met 8 times in the Year up to and including 15 December 2020.  The following persons are or have been the Trustees since the APCM on 10 October 2020:
